How Georgia developed a political-prisoner caseload

For most of the post-Soviet period Georgia was not tracked as a source of political prisoners. That changed with the 2024 confrontation between the Georgian Dream government and a broad pro-European protest movement. The reintroduction of the 'foreign agents' law in spring 2024 — requiring civil-society organizations and media receiving foreign funding to register as 'organizations pursuing the interests of a foreign power' — triggered months of demonstrations, as critics argued the statute mirrored Russian legislation used to dismantle independent civil society.

Protests intensified after the 26 October 2024 parliamentary elections, which the opposition and a range of international observers disputed, and again after the government's 28 November 2024 announcement that it would suspend European Union accession talks until 2028. Nightly demonstrations outside parliament in Tbilisi were met with water cannon, tear gas, and detentions. A series of laws adopted through 2025 increased penalties for protest-related offenses and expanded police powers.

Who is imprisoned

The documented cases cluster around participants in the post-election demonstrations — frequently young people charged under Article 225 (group violence), which carries multi-year prison terms — alongside activists and opposition figures. Journalists covering the protests have also been prosecuted; the detention and 2025 sentencing of Mzia Amaghlobeli, the founder of the independent outlets Batumelebi and Netgazeti, became the most internationally prominent case and a symbol of the broader crackdown.

Because the situation is recent and evolving, the caseload here is smaller and faster-moving than the long-established databases for Russia or Belarus. Records are updated as the Georgian roster and Georgian press report new detentions, sentencings, and releases.

Case records are drawn primarily from politpatimrebi.ge, a Georgian roster of those considered political prisoners, and from Civil Georgia's English-language reporting, which is machine-classified to separate political-repression coverage from ordinary crime news. Each record links back to its source. The Detained does not produce primary documentation; it aggregates, translates, and standardizes existing public reporting.
